Resolve to Save Lives collaborates directly with African Ministries of Health along with national public health institutes for developing epidemic preparedness capabilities and advancing disease identification systems and response mechanisms and data-driven action. We implement programs through direct government partnerships while using implementing partners like the US CDC, the World Health Organization, the World Bank, and the Global Health Advocacy Incubator to develop programs and innovations alongside national budget allocation for sustainability.
Core Duties and Responsibilities
- The data engineer must support technical aspects while developing digital platform architectures for NCDC. The data engineer must handle a multitude of tasks that have to do with data processing, starting from the initial stages to ending data storage. Concurrently work with the following list of responsibilities:
- The data engineer will advise on technical implementation of data integration systems by defining APIs and middleware and data pipelines that enhance NCDC surveillance capabilities regarding system interoperability.
- Lead the complete merger of SitAware and SORMAS and LIMS systems to allow uninterrupted sharing of laboratory and surveillance data and decision-making information between platforms.
- The implementation of a data governance plan requires teamwork between data governance and architecture consultants, legal consultants, NCDC staff, and RTSL employees to define architecture specifications.
- Develop a phased data architecture plan that supports NCDC data sharing procedures within institutional boundaries and across NCDC with other governmental sectors.
- Implement and deploy a digital governance structure that defines roles for making decisions about surveillance system digital resources.
- The data engineer provides installation and support services to multiple digital surveillance platforms, which encompass SORMAS, SITAware, and LIMS solutions.
- Assist the NCDC ICT team in maintaining uninterrupted surveillance information systems operations by resolving technical problems while performing system updates along with security measures and regular maintenance routines.
- Create documentation that includes technical instructions alongside user manuals along with standard operating procedures (SOPs) to guide system use and problem resolution.
- Perform extensive training with mentorship activities for both NCDC technology specialists and other system users to advance their understanding of system design and operational capabilities.
- Explore sustainable digital solutions for public health together with development partners.
- Join technical working groups and communities of practice as well as other knowledge-sharing forums dedicated to health information systems.
- Assist the supervisor with any additional responsibilities related to specific incidents when directed.
Required Qualifications
Education
The required qualification includes an academic background in computer science, computer engineering, software engineering, health informatics, or information technology or any closely related field at the bachelor’s level or master’s level.
Experience
At least 8 years of experience in software development, system integration, or digital health implementation
The ideal candidate should possess advanced skills in Python together with Java, JavaScript, C#, SQL, and PostgreSQL database knowledge in addition to Angular and React framework understanding as well as DevOps expertise.
The candidate must demonstrate knowledge and experience in operating health information systems such as SORMAS and mSERS or DHIS2 and LIMS along with similar platforms.
Skills & Abilities
The candidate must demonstrate competence with API development while demonstrating familiarity with cloud computing operations on AWS, Azure, and Google Cloud and DevOps practices.
Familiarity with healthcare informatics standards (HL7, FHIR, LOINC, etc.)
Established expertise in delivering technical training to public health personnel through a combination of direct collaboration and written guides and presentation-based mentoring
Compensation and Benefits
The salary payment follows international NGO sector labor rate standards for Nigeria’s national environment. The compensation amount will be decided through multiple evaluation of candidate qualifications versus role requirements and their field experience and skill set.
